The Edward B. Howlin, Jr. Maryland Promise Scholarship will support need-based scholarships for undergraduate students at the University of Maryland, with a preference for students in the department of Civil and Environmental Engineering. Recipients must be residents of the state of Maryland or the District of Columbia per the University System of Maryland's Board of Regents residency policy. Awards are renewable for a maximum of four years for incoming freshmen and two years for transfer students.
