Engineering Chapter Strategic Plan for Terms 2006-2008

History of the Engineering Chapter
The Engineering Alumni Chapter was founded in the mid 1940's by then University President, Harry "Curly" Byrd, a 1908 engineering graduate and Dean S. Sidney Steinberg, Dean of the Engineering School from 1936 to 1956.  Alumni membership and activities were managed by the University of Maryland Alumni Association International Inc., for the five campuses comprising the University of Maryland system.  In 1988 with the passage of the Higher Education Bill by the Maryland General Assembly, authorization was given to the individual campus presidents to organize campus-based alumni association and the current University of Maryland Alumni Association was formed on the College Park campus.  The Engineering Alumni Chapter then became a part of the Association.  In 1994, the College of Engineering was renamed the A. James Clark School of Engineering in honor of its 1950 alumnus and benefactor.

Purpose of the Engineering Chapter
It shall be the mission of the Engineering Chapter to organize the membership to promote the welfare and advancement of the University of Maryland, the School of Engineering, including the Dean of Engineering, the students, and the Alumni Board, in the promotion of educational, social alumni-focused, and other activities, by working towards the following goals:

  • Foster and strengthen the role, presence, and image of the Engineering Alumni Chapter.
  • Cultivate professional and social interaction between the students, faculty, staff and alumni of the School of Engineering.
  • Promulgate and promote achievements, programs, and services that empower and involve the School of Engineering.
  • Promote and recognize academic and professional excellence within the School of Engineering and among its alumni.
  • Encourage external (private and government) support of the School of Engineering's activites and endeavors.
  • Preserve and proclaim the history and tradition of the School of Engineering.
  • Involve and reaquaint alumni of the School of Engineering with their alma mater.
  • Support the profession of Engineering, including professional development, research and recognition efforts.

Challenges and Opportunities
The Engineering Alumni Chapter is facing several new challenges and opportunities that will impact the goals and strategies for the next several years. In 2005 the officer term limits were extended from one to two year terms to reflect the needs for continuity. It is our belief that our efforts should be focused toward the type of value-added impacts that span a minimum two years at a time. This plan is designed to address the following specific, current, identifiable challenges:

  • Ensure the survival and high visibility of Engineering-specific events, honors, and accomplishments.
  • Increase Engineering Chapter coordination, collaboration and support of the University Alumni Association and student's efforts, goals and strategies.
  • Increase membership in the Engineering Chapter of the Alumni Association by at least 10 percent per year.
  • Increase the visibility and positive brand recognition of the Engineering Chapter of the Alumni Association among alumni, faculty, staff and students of the A. James Clark School of Engineering and of the University of Maryland as a whole.
  • Increase financial support for the Engineering Chapter activities and programs by 20%.
  • Provide value added services to the current membership and improve member retention.

Functions of Standing Committees

The standing committees serve to fulfill the goals of the Chapter.  Most of the work of the Chapter is conducted by and within the committees.  The Initiatives from the Articulation Map are identified in the Activities section for each committee.

Executive Committee
Chaired by the president. The immediate past president, president elect and treasurer will be the other members of the committee. The Director of Alumni Affairs will serve as facilitator.

Purpose:
To provide guidance consistent with the Mission of the Engineering Chapter to the Board and to ensure the Board's activities and function remain focused and on task.

Strategic Focus and Goals:

  • Provide guidance and leadership to the Board to stay focused, move forward and get results.
  • Expand the chapter's focus from a regional to a national focus.
  • Maintain a current and effective Strategic Plan.
  • Track progress on the strategic initiatives and ensure alignment with the goals of the Chapter.

Activities:

  • Update the Strategic Plan annually as a concise two-year roadmap.
  • Advise the Board in the implementation of the Strategic Plan.
  • Support the needs and recommendations of the Dean and University of Maryland Alumni Association, and communicate to the Board for consideration and implementation.
  • Support the Board on maintaining the following Chapter by-laws and procedures
  • Initiate and implement changes in the by-laws.
  • Work with the Board to define and implement the "hallmark project"
  • Recommend a slate of officers to serve for the succeeding term of office to the Board for approval
  • Select one member of the Board to serve on the Innovation Hall of Fame selection committee

Past Presidents Committee
Chaired by the immediate past president or another designated past president. Committee members will be current members of the University of Maryland Alumni Association who have served in the position of president of the Alumni Chapter. The chairperson of this committee or at least one representative committee member shall represent the committee on the Engineering Chapter Board of Directors. The A. James Clark School of Engineering will respect every past president as a potential valuable resource to the University utilizing their abilities.

Purpose:

  • Provide mentoring and assistance to the current Board of Directors
  • Be a voluntary resource (time and energy) to the current-year committees
  • Plan and execute past-president's events that will serve to sustain the relationship between the Engineering Chapter Past-presidents, the A. James Clark School of Engineering and the University of Maryland Alumni Association
  • The A. James Clark School of Engineering will use and respect every past-president as a potential valuable resource to the University

Strategic Focus and Goals:

  • Goal is for the former presidents of the Alumni Association, Engineering Chapter to continue to have a long term relationship with the A. James Clark School of Engineering and the University of Maryland Alumni Association, that benefits all parties involved.
  • The past-presidents will provide an ever-present foundation for initiating and sustaining long-term efforts to increase Alumni Association membership and widening alumni influence and networking.
  • Develop a corporate contact e-mail list.
  • Develop the engineering professional societies contact list.
  • Establish professional society meeting lists for visits by Board members.

Activities:

  • Locate as many past-presidents as possible.
  • Inform past-presidents of the potential positive role they can play in Alumni Association efforts.
  • Establish and maintain a past-presidents monthly e-mail contact page by end of 2006 spring semester.
  • Encourage at least 90% of all past-presidents to be Alumni Association members by 2007.
  • Establish and maintain a past-presidents distribution of minutes, activities and programs by monthly e-mail by the end of the 2006 spring semester.A minimum of 20 percent of all identified past-presidents will serve as a physical and intellectual resource to the Alumni Association in any given year
  • Plan and execute a past-president event that will allow the
    A. James Clark School and the Alumni Association to communicate, honor and network with the Engineering Chapter past-presidents. (Annual Dinner)
  • Encourage past-presidents to serve on other committees.
  • Identify, establish and support a Clark School of Engineering alumni signature event (Engineering Alumni Chapter Golf Tournament)

Communications and Fundraising Committee
Chaired by an Alumni Board Member. Members of the committee include Engineering Alumni Chapter member volunteers

Purpose:
This committee was established to help the Engineering Alumni Chapter encourage membership, improve participation at events, seek funding opportunities, and develop new approaches and materials to gain more visibility in the University and alumni communities

Strategic Focus and Goals:

  • Work with the A. James Clark School of Engineering to build an informative and useful website for alumni, building from the Clark School's current website; and develop communication materials through the Clark School to improve the Chapter's visibility in the larger alumni community
  • Use communications, programs and special events as a means to recruit new members of the University of Maryland Alumni Association Engineering Chapter and committee members
  • Review the effectiveness of the activites and report to the Board following each activity
  • Build annual Alumni Association membership in the Engineering Chapter by 10% annually
  • Develop funding opportunities for the Engineering Alumni Chapter

Activities:

  • Presently the Board has identified the following events for ownership and focus: The Order of the Engineer, Annual Golf Tournament, and Alumni Mentoring Program
  • The Engineering Alumni Chapter Board has identified the following Universtiy of Maryland events for support: Alumni Association Awards Gala, Maryland Day, Engineering Student Council Fall Ball
  • Coordinate information for ralumni eNewsletter with the alumni director

Student Outreach Committee
Chaired by a volunteer member of the Board of Directors. Members include volunteer Engineering Alumni Chapter members.

Purpose:
Engage engineering students with the Engineering Alumni Chapter members to foster relationship building and provide a conduit for students to become active alumni following graduation

Strategic Focus and Goals:

  • Provide ongoing communication wtih students through the various student organizations to promote information sharing
  • Coordinate student  activities with the Dean's office and faculty advisors
  • To increase the student awareness of the Alumni Association and the benefits of being a member

Activities:

  • Coordinate graduation receptions for December and May
  • Representative from the Student Outreach Committee attends the Engineering Student Council meetings regularly
  • Invite student organization leaders to attend the Board meetings to discuss the integration of efforts
  • Coordinate an annual event with the Alumni Outreach Committee to allow networking between student and alumni groups
  • Solicit candidates for awards and make recommendations to the Board of Directors
  • Coordinate and procure plaques and gifts for the student award recipients when this award is presented
  • Conduct a survey to help address student concerns and address the issue of continued involvement after graduation

Alumni Outreach Committee
Chaired by a volunteer member of the Board.

Purpose:
Support the University of Maryland's goal of "building the Maryland family" of alumni to create a network of allegiance and support for the university. Specifically, the committee should strive to develop greater opportunities to engage engineering alumni with the Clark School of Engineering and communicate university and school accomplishments.

Strategic Focus and Goals:

  • Increase University of Maryland Alumni Association membership by at least 10 percent annually and promote the activities of the Chapter and the Alumni Association
  • Provide opportunities for professional development and continued learning
  • Develop and implement a mentor program within the Clark School of Engineering and the alumni network in collaboration with Engineering Student Council

Activities:

  • Ensure one alumni networking event per year that focuses on building the alumni network and provide professional development opportunities and a new source for membership
  • Assist the Communications and Fundraising Committee in planning key events targeted for alumni outreach and professional development opportunities including the Annual Alumni Golf Outing, Annual Meeting and Networking Event and the Annual Alumni Awards Gala
  • Identify and nominate viable representative candidates for the Distinguished Alumnus Award
  • Survey recent alumni

Constitution and By-Laws of the University of Maryland at College Park Alumni Association, Inc., Engineering Chapter

Article I: Name
The name of the Corporation shall be the University of Maryland Alumni Association, Inc., Engineering Chapter, hereafter called the "Engineering Chapter." The Engineering Chapter shall be organized as a nonprofit, non-stock corporation consisting of its general membership.

Article II: Mission
It shall be the mission of the Engineering Chapter to organize the membership to promote the welfare and advancement of the University of Maryland's A. James Clark School of Engineering, hereafter called the School of Engineering, by working towards the following goals:

  • Foster and strengthen the role and presence of the Engineering Chapter
  • Cultivate professional and social harmony between the students, faculty, staff and alumni of the School of Engineering
  • Promulgate and promote achievements, programs and services that involve the School of Engineering
  • Promote and recognize academic and professional excellence within the School of Engineering and among its alumni
  • Encourage outside (private and government) support of the School of Engineering's activities and endeavors
  • Preserve and proclaim the history and tradition of the School of Engineering

The Engineering Chapter exists to serve the common interest of the A. James Clark School of Engineering and its alumni constituencies.

Article III: Location
The principal office of the Engineering Chapter shall be the Office of the Dean, A. James Clark School of Engineering, University of Maryland, College Park, Md.

Article IV: Membership
Any member in good standing of the University of Maryland Alumni Association, Inc., may elect to be a member of the Engineering Chapter.

Article V: Fiscal Cycle
Section 1. The fiscal year of the Engineering Chapter for the purpose of maintaining financial records and the annual audit shall be the twelve-month period from July 1 to June 30.

Section 2. Funds for the maintenance and operation of the affairs of the Engineering Chapter shall be derived from:

  • A share of the dues paid by members to the University of Alumni Association as determined by the Association
  • Voluntary contributions from alumni and friends
  • Payments from the School of Engineering for services rendered
  • Voluntary contributions from the University of Maryland Alumni Association itself or from any fund or organization affiliated with the School of Engineering
  • Such other sources as may be approved by the Board of Directors

Article VI: Meetings of the Membership
Section 1. The Engineering Chapter shall hold an annual meeting at such time and location as the Board of Directors may specify.

Section 2. Special meetings of the membership of the Engineering Chapter may be held through anyone of the following means:

  • Upon the call of the President of the Engineering Chapter
  • Upon the request in writing of at least one-third of the Board of Directors
  • By demand in writing of active members representing in number, at least 10 percent of the total membership

Section 3. Notice of the annual meeting and of any special meeting of the membership shall be published as appropriate by such other written notice as the Board may specify. The notice, regardless of how given, must be mailed to the active membership at least thirty (30) days prior to the date of the meeting.

Section 4. Newly elected officers and members of the board shall be presented at the annual meeting of the members of the Engineering Chapter.

Article VII: Board of Directors
Section 1. The management of this Engineering Chapter shall be vested in the Board of Directors whose members shall be composed of the following active members in good standing and students:

a. Officers
Officers shall be selected from current or past members of the Board of Directors.

  1. President:
    Shall serve as the Chair of the Board. In the absence of the President, the President-Elect will act in this capacity, if she/he is available, and if not, the Treasurer shall serve.
  2. President-Elect
  3. Treasurer
  4. Secretary

b. Board of Directors

  1. Fifteen members in good standing of the Engineering Chapter shall serve as the Board of Directors.
  2. Should a member of the Board leave the Board for any reason before her/his term expires, the President will select a member in good standing of the Engineering Chapter to complete the term.
  3. The method of selection of officers and members of the Board shall be recommended by the Executive Committee and approved by the Board.
  4. Members of the Board of Directors shall have prior active involvement in the Engineering Chapter through participation in at least one Committee.
  5. Ex-Officio members: The Dean of the School of Engineering, members of his/her staff, and one (1) student representative shall serve as ex-officio members of the Board. The student member shall be selected by the Dean. Ex-officio members shall not have voting status.
  6. Regular meetings of the Board shall be held at least bi-monthly at a time and place to be determined by the Board at any regular meeting.

c. Terms of Office:
The President, President-Elect, Treasurer, and Secretary are each selected for a one-year, nonrenewable term. Directors shall serve three-year terms. Directors shall not serve more than two (2) consecutive three-year terms.

Article VIII: Term of Board Membership
The term of each member of the Board of Directors and each officer shall commence on July 1.

Article IX: Termination of Board Membership
The term of office of any member of the Board of Directors or of any officer who is absent for four (4) consecutive meetings of the Board or is not a member in good standing of the University of Maryland at College Park Alumni Association, Inc., shall automatically terminate, unless such is excused by the Board for good and sufficient cause.

Article X: Standing Committees
The standing committees of the Engineering Chapter shall be as follows:

Article XI: Amendment
The by-laws may be amended by a two-thirds vote either at a meeting of the Board or at a meeting of the membership of the Engineering Chapter, or by electronic vote, provided that at least thirty (30) days written notice is given to the membership regarding the time, place, nature of the amendment and the manner of taking the votes (in person or electronically).

Article XII: Dissolution
Section 1. The Engineering Chapter may be dissolved at any time upon the affirmative vote of two-thirds of the Board of Directors and by two-thirds vote of the members in good standing who are present at any regularly called or special meeting of the Engineering Chapter, provided that the proposed dissolution has been submitted to the membership for their consideration at least thirty (30) days prior to the date of the meeting.

Section 2. All assets and net income current and accumulated, remaining after the payment of all just debts, obligations and claims shall be transferred to its successor organization provided that said successor organization is exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code of 1954 as amended; otherwise, said assets shall be transferred to and become the property of the School of Engineering for use in its educational and school or requirements.

Article XIII: Adoption
Section 1. This Constitution was approved by the Board of Directors at its regular meeting on July 20, 1989.

Section 2. This Constitution was approved by the University of Maryland at College Park Alumni Association, Inc., on September 23, 1989.

Section 3. This former "College of Engineering Chapter, University of Maryland Alumni Association" Constitution last amended on December 5, 1979 was dissolved on September 23, 1989.

Section 4. This constitution was amended on July 20, 1999.

Section 5. This constitution was amended on October 8, 2002.
